In 2001 ging de Internationale Bouwtentoonstelling (IBT) Rotterdam-Hoogvliet van start met als overkoepelend thema WiMBY! (Welcome into My Backyard!). Hoogvliet, een Rotterdamse satellietstad dicht bij haven en industrie met hoogwaardige voorzieningen voor de hele regio, staat model voor de idealen van de stedenbouw in de wederopbouwperiode in Nederland. De actuele ontwikkelingen op stedenbouwkundig gebied vragen echter om een vergaande herstructurering van de oorspronkelijke opzet van de stad.
Eén van de grootste obstakels voor de hedendaagse stedenbouw en stedelijkheid is het NiMBY-verschijnsel (Not in My Backyard). Het staat voor de individuele angst van de stedeling voor collectiviteit, voor alles wat vreemd en nieuw is. WiMBY! (Welcome into My Backyard) is het motto van een nieuwe ontwerp- en organisatiecultuur waarin de complexiteit juist wordt opgezocht om nieuwe mogelijkheden te realiseren. Het staat voor een stedelijke ethiek waarin veranderingen en toevoegingen juist gezien worden als een potentiële bron van verrijking voor de bewoner.
De IBT Rotterdam-Hoogvliet, die tot 2010 zal duren, heeft als doelstelling de internationale bekendheid van de Rotterdamse stedenbouw en architectuur te vergroten en een, mogelijk beslissende, bijdrage te leveren aan de herpositionering van Hoogvliet als duurzame en aantrekkelijke woon- en werkplaats.
De stedelijke herstructureringsopgave in Hoogvliet is door zijn schaal, complexiteit en looptijd uniek in Nederland en exemplarisch voor veel stedelijke condities over de hele wereld. Daarom is WiMBY! vooral een zoektocht naar de toekomstmogelijkheden van al die New Towns, satellietsteden, Trabantstädte, Garden Cities, Villes Nouvelles en groeikernen die in de twintigste eeuw zijn gebouwd.

The objective of the Rotterdam-Hoogvliet IBE, which will continue through 2010, is to increase international recognition for Rotterdam's urban planning and architecture, and make a potentially crucial contribution to the redefinition of Hoogvliet as a sustainable and attractive living and working environment.
The scale, complexity and duration of the urban restructuring of Hoogvliet make it unique in the Netherlands and exemplary of many urban conditions throughout the world. That is what makes WiMBY! primarily a quest to discover a potential future for all those New Towns, satellite towns, Trabantstädte, Garden Cities, Villes Nouvelles and growth hubs that have been built in the twentieth century.[modula id="2000"]
